Equity in Action: Resources That Support Every Student

The Federal Programs Department at Carlsbad Municipal Schools administers federally funded initiatives that help ensure all students have equal access to quality education. Our work focuses on supporting underserved populations, improving academic outcomes, and fostering a learning environment where every student can thrive.

We partner with educators, families, and the community to deliver resources that meet a wide range of student needs, from academic intervention to language support to housing stability.

    • Title I – Academic support for schools with high percentages of low-income students

    • Title II – Professional development for teachers and school leaders

    • Title III – Language instruction for English learners

    • Title IV – Student support and academic enrichment

    • Title IX – Protection against sex-based discrimination in education

    • Bilingual Education – Language development and cultural support programs

    • Professional Learning – Ongoing training and capacity-building for educators

  • McKinney-Vento Homeless Assistance Act

    The McKinney-Vento Act ensures that children and youth experiencing homelessness can attend school without disruption. Eligible students are entitled to:

    • Transportation to and from their school of origin

    • Immediate enrollment without documentation delays

    • Access to free meals, school supplies, and academic support

    • Equal participation in extracurricular activities

    Families or guardians who think their child may qualify can fill out the New Mexico Student Residency Questionnaire, available in English and Spanish.

  • The McKinney-Vento Homeless Assistance Act is a federal law that ensures adequate transportation to and from school, the chance to attend the school they last attended regardless of where they currently reside and other educational benefits that provide educational stability for children and youth considered homeless under the act. It is a conditional funding act that provides federal funding to states and, in turn, the state will use it for the purpose of supporting district programs that serve homeless students.
